Conditions evaluate the Customer and their Cart to determine whether it is eligible for the Discount.

Actions evaluate each item in the cart to determine which specific products are discounted.

Promotions like "Free Shipping" or "% off Cart Total" apply to the whole cart and don't require Actions.

Sales or Discounts that target specific items in cart will need item specific qualifications in Actions.
