Conditions evaluate the Customer and their Shopping Cart to determine whether they are eligible for the Discount/Sale.

Actions evaluate each item in cart to determine which are discounted.

Promotions like "Free Shipping" or "% off Cart Total" apply to the whole cart and don't require Actions.

Sales or Discounts that target specific items in cart will need item specific qualifications in Actions.
